Measure J Is Here To Stay!
After two years in legal limbo, the California Courts of Appeal has upheld the constitutionality of Measure J (2020) mandating that 10% of locally generated unrestricted funds be allocated to community investments and alternatives to incarceration.
The groundbreaking legal ruling secures Measure J and its impact on the future of Youth & Transformative Justice. This measure establishes a formidable funding source that will help build a more robust network of community care systems throughout the County.
This significant victory marks a crucial step forward for Youth and Transformative Justice advocates—including Liberty Hill’s community partners at LA Youth Uprising Coalition, Re-Imagine LA, Dignity & Power Now, and La Defensa—and their efforts to affect positive change and address racial inequities in the system.
“Measure J, now fully enshrined in the Los Angeles county charter without contest, is a vehicle for the dire community resourcing we have continued to fight for year in and year out. This is a victory for our communities – a victory for the people. Our work continues as we push to invest many more needed resources into our communities each budget cycle,” shared Megan Castillo, Re-Imagine LA Coalition Coordinator, and Policy and Advocacy Manager at La Defensa.
As the work begins to shift power from punishment systems to people impacted by mass criminalization, Liberty Hill will continue to partner with frontline community organizations to realize a true transformative vision for justice.
